Florida's Atlantic hurricane season runs June 1 through November 30, and school district facilities directors who wait until a named storm is approaching to coordinate grounds preparation are already behind. Pre-season grounds work on K-12 campuses requires procurement planning that begins no later than March — before the end-of-year budget cycle closes and before contractor availability tightens in May. Core pre-season scope: ISA-certified arborist tree risk assessment (ANSI A300 Part 9 Level 2 minimum) completed by May 15 for all trees within fall-zone distance of buildings, portable classrooms, athletic facilities, and pedestrian routes; structural pruning of identified high-risk specimens using proper canopy-thinning techniques (not topping or lion-tailing, which increase wind resistance); storm drain and swale clearance by May 15 to handle the 6-12 inches of rainfall a single storm event can deliver; and removal of all loose landscape elements — potted plants, outdoor furniture, portable signage — from grounds before any storm watch is issued. Procurement follows Florida Statute 287.057 for general contractual services: competitive solicitation is required when contracts exceed the Category Two threshold under Florida Statute 287.017. For tree work specifically, require ANSI Z133 worker safety compliance and minimum $2M general liability with the school board named as additional insured. Post-storm, the grounds contractor should deliver a phased response: Phase 1 hazard removal and pathway clearance within 48 hours of storm passage, Phase 2 irrigation and drainage restoration, Phase 3 replanting and aesthetic restoration. Districts in Hillsborough, Orange, Broward, and Miami-Dade — managing 100-200+ campuses each — benefit from multi-year grounds contracts with explicit hurricane response SLAs negotiated before June 1.
